Fundo Ambiental (Environmental Fund purchase incentive): the state grant of 4 000 € towards a new 100% electric car exists in 2026, but it is conditional: the buyer must scrap a combustion-engine vehicle more than 10 years old, the EV must cost ≤ 38 500 € (≤ 55 000 € for models with more than 5 seats), and it is one grant per beneficiary, first come, first served until the 10 000 000 € budget runs out (applications 11 Jun to 27 Jul 2026). Plug-in hybrids are not eligible. Several EVs in this bracket sit above the cap (Tesla Model Y 39 990 €, Volvo EX30 38 632 €), so most buyers do not qualify. Taxes and annual costs (ISV and IUC): in Portugal, 100% electric cars are exempt from ISV (the registration tax, which can add several thousand euros to a petrol car's price) and exempt from IUC (the annual circulation tax) for life. These exemptions are structural, not cash: they are already reflected in the EV's sale price (the EV's list price is already net of ISV; the petrol car's includes it). So, just like road tax, we do not count them as a separate annual subsidy — the EV's advantage sits mostly in running costs (charging, maintenance). Plug-in hybrids get a 75% ISV reduction in 2026 if their electric range is ≥ 50 km and CO₂ is < 80 g/km. As of .
